Henderson State of the City 2026: What's Next
Henderson parents get two chances to be heard by the Clark County School District this week. On Wednesday, Oct. 28, Board President Emily Stevens hosts a community meeting at Basic Academy of International Studies from 5 to 6:15 p.m. The next night, Thursday, Oct. 29, the full Board of School Trustees holds its regular meeting at 5 p.m.
The first meeting is small and local. It is a chance to sit in a classroom, hear from high school students and talk about what matters to you. The second meeting is the formal one, where trustees vote on contracts, hear reports on student performance and take public comment.
You do not need to be an expert to go to either one. You just need to know when, where and how to speak up. This guide walks through both meetings, what is on the posted board agenda and how to make your voice count.
What Happened
On Oct. 19, 2026, the Clark County School District posted a notice in its newsroom titled "Join Trustee Emily Stevens for a Community Meeting, Oct. 28." The notice invites the community to join Stevens "for a discussion on topics important to you." The meeting will feature a panel of Basic Academy high school students.
Here are the details straight from the district's notice:
- Date: Wednesday, Oct. 28, 2026
- Time: 5 to 6:15 p.m.
- Place: Basic Academy of International Studies, IB Room 433
- Address: 400 Palo Verde Dr., Henderson, NV 89015
- RSVP: Highly encouraged, using the sign-up form linked on the district's notice
- Cost: Free and open to the community
The district's trustee calendar lists this as the District A Trustee Community Engagement Meeting. These meetings are part of a regular series. The same calendar shows a District C and District D meeting on Sept. 28 and a District D and District G meeting on Oct. 14. Each one gives families in a certain part of the valley a closer, more casual way to talk with the people who set school district policy.
Then comes the big meeting. The Board of School Trustees has a Regular Board Meeting posted for Thursday, Oct. 29, at 5 p.m. It takes place in the Board Room at the Edward A. Greer Education Center, 2832 E. Flamingo Road, Las Vegas, NV 89121. The agenda is already posted on the district's public board portal, and it lists Stevens as board president, Irene Bustamante Adams as vice president and Lydia Dominguez as clerk, along with eight other trustees and Superintendent Jhone Ebert.
So in a span of about 24 hours, Henderson families can attend a small, neighborhood-level conversation and then watch or take part in the full board meeting where decisions get made.
What Is on the Oct. 29 Board Agenda
The posted agenda for the Oct. 29 meeting is long, but most of it falls into a few simple groups. Here is a plain-English walk through the items that matter most to families.
Student reports. The meeting opens with reports from students at Arbor View High School and Valley High School. It is a small thing, but it sets the tone. The board hears from kids first.
The consent agenda. These are routine items that trustees approve in one vote unless someone pulls an item out. This time the consent agenda includes:
- Purchase orders totaling $3,644,952.21
- Purchasing awards estimated at $3,666,436.00
- A capital improvement contract award of $149,000.00
- An amendment with the Sunrise Children's Foundation to keep the Early Head Start Center at Desert Rose High School running from Oct. 30, 2026, through June 30, 2028, with no impact on the general fund
- Hiring of licensed and support staff, warrants, budget transfer records and the minutes from earlier meetings
Student performance. Trustees will get a presentation on 2025 to 2026 student performance. This is the yearly look at how students did. If you care about test results and school quality, this is the item to watch.
Human resources. There is also a "Destination District: Human Resources" presentation. That is the district's update on hiring and keeping staff.
Audit committee. Trustees plan to interview applicants and appoint one person to the CCSD Audit Advisory Committee, for a term from Oct. 30, 2026, through June 30, 2027.
Graduation requirements. The board will consider a Notice of Intent to change CCSD Regulation 5127, which covers high school graduation requirements. This vote does not change the rules yet. It starts the process, and the agenda says the final version is set to come back to the board on Thursday, Dec. 10, 2026.
Support staff agreement. There is a public hearing on a new Memorandum of Agreement between the district and the Education Support Employees Association. It covers changes to the 2025 to 2027 negotiated agreement. Members of the public can speak during the hearing.
The meeting ends with an open public comment period for topics that are not action items. The agenda also announces the next board meeting, a work session on Wednesday, Nov. 4, 2026, at 4 p.m.
How a CCSD Board Meeting Works
If you have never been to a school board meeting, the format can feel confusing at first. The posted agenda spells out the rules, and they are simpler than they look.
First, the agenda has to be public before the meeting. Under Nevada's Open Meeting Law, CCSD posts it at its Administrative Center, on the district website and on the Nevada Public Notice Website. You can read every item and most of the backup files online before you go. Many items have reference files attached, labeled with the meeting date and item number.
Second, there are two kinds of public comment. You can speak on any agenda item that needs a board vote. That happens after staff presents the item and trustees discuss it, but before they vote. Then, right before the meeting ends, there is a second comment period for anything within the board's job that is not an action item on the agenda.
Third, the board has limits on what it can do with your comment. The agenda explains that trustees cannot, by law, discuss or act on topics that are not on the agenda. So if you raise a new issue during the final comment period, do not expect an answer that night. Your comment still goes on the record, and it can help put a topic on a future agenda.
That is one more reason the Oct. 28 meeting in Henderson is useful. In a community meeting, the back-and-forth is more natural. You can ask a question and get a reply in the same conversation.
Why It Matters to Las Vegas Residents
CCSD is one of the largest school districts in the country. Its decisions touch almost every family in Clark County, whether you have kids in school or not. Board votes shape bell schedules, staffing, spending and the rules students must meet to graduate.
The trouble is that a full board meeting can feel far away. It is held on Flamingo Road, it can run for hours and you only get three minutes at the microphone. That is why the smaller community meetings matter. In a classroom in Henderson, you can ask a question, hear a real answer and meet other parents who share your concerns.
The student panel is a nice touch too. Basic Academy students will share what school looks like from their side of the desk. Parents often hear about school through a teenager's one-word answers at dinner. Hearing students speak in full sentences about their own experience can be eye-opening.
The Oct. 29 agenda also has items that ripple out into daily life. The graduation requirements item could shape what classes high schoolers need in the years ahead. The student performance report gives a snapshot of how schools are doing. And the Early Head Start extension at Desert Rose High School keeps a program for young children in place for almost two more school years.
For Henderson families in particular, the Oct. 28 meeting is close to home. Basic Academy sits on Palo Verde Drive in the older part of Henderson, near the foot of the River Mountains. If you live in the Water Street area, Black Mountain or nearby neighborhoods, it is a short drive.
Background and History
Basic Academy of International Studies is one of the oldest high schools in Clark County. Many locals still call it Basic High School. The big white "B" on the hillside above the school has been a Henderson landmark for decades. Today the school offers the International Baccalaureate program, which is why the meeting room on the notice is labeled the IB Room.
CCSD's Board of School Trustees has 11 members. According to the district's trustee page, seven represent lettered districts, A through G, and four more represent North Las Vegas, Henderson, Las Vegas and Clark County. Trustees serve overlapping four-year terms. Stevens represents District A and serves as board president. The Henderson seat is held by Ramona Esparza-Stoffregan, so Henderson families have more than one trustee they can reach out to.
The board's regular schedule is set out on the district website. Regular meetings are held on the second and fourth Thursday of each month at 5 p.m. Work sessions are held on the first Wednesday of the month at 4 p.m. The district notes that meetings are subject to change. The October calendar shows a work session on Oct. 7, a regular meeting on Oct. 8 and the regular meeting on Oct. 29.
The trustee community engagement series has run through the fall. We covered a similar meeting in September in our post on the CCSD trustee meeting held Sept. 28. The idea is simple. Instead of making every parent come to the board, trustees go out to the neighborhoods.
What Happens Next
The order of events this week is easy to follow:
- Tuesday, Oct. 27, 9:30 a.m.: The Attendance Zone Advisory Commission meets at the Greer Education Center. This is a separate group that works on school boundaries.
- Wednesday, Oct. 28, 5 to 6:15 p.m.: Stevens hosts the District A community meeting at Basic Academy in Henderson.
- Thursday, Oct. 29, 5 p.m.: Regular Board Meeting at the Greer Education Center.
- Wednesday, Nov. 4, 4 p.m.: Next board work session.
- Thursday, Dec. 10: The date the agenda lists for the graduation requirements regulation to come back for approval.
After Oct. 29, watch for the outcome of the support staff agreement hearing and the audit committee appointment. Those are the two business items most likely to produce a clear yes or no vote. The student performance presentation will also give parents numbers to compare with past years once the district posts the reference files.
Keep in mind that the board can move items around. The agenda says trustees may take items out of order, combine items or remove items at any time. If you plan to speak on one topic, get there early.
Ryan's Take
I talk with buyers every week who ask about schools before they ask about square footage. That makes sense. Schools shape where families want to live, and school decisions get made in rooms like these. A meeting in a Henderson classroom with a student panel is one of the easiest ways to understand what is going on in local schools. It beats reading a headline.
If you are a homeowner in Henderson, this matters even if your kids are grown. Strong, well-run schools help keep neighborhoods in demand. And if you are thinking about a move, going to a meeting like this is a smart bit of homework. You will learn more in 75 minutes than you will from any ranking website. I always tell families to look at a school community up close before they buy, and this is a free way to do it.
What You Can Do
For the Oct. 28 community meeting: RSVP using the form on the district's notice. The district says RSVPs are highly encouraged. Plan to arrive a few minutes early, since you will need to find IB Room 433 on campus. Bring one or two questions written down so you do not forget them. The district's flyer says ASL and Spanish interpreters are available on request.
For the Oct. 29 board meeting: You can watch online. The district says all meetings can be viewed on its YouTube channel or on Eduvision on the day of the meeting. If you want to speak in person, call the Board Office at (702) 799-1072 during business hours, at least eight business hours before the meeting starts. You can also sign up in person right before the meeting begins. Each speaker gets three minutes and must stay on topic.
Prefer to write? Written comments can be emailed to boardmtgcomments@nv.ccsd.net after the agenda is posted and at least eight business hours before the meeting. If you need special help or a translator, the agenda asks you to contact the Board Office at least 24 hours ahead.
